Ultimately, the most important ingredient in effective general education assessment is not the right technology platform, the most carefully designed rubric, or the most comprehensive curriculum map. It is a genuine institutional culture of assessment: a shared commitment among faculty, staff, and administrators to the ongoing, reflective examination of student learning and its continuous improvement.

NILOA (2024) described this culture as one in which institutions move beyond compliance-driven assessment toward what it called “assessment for improvement,” a stance in which gathering and using evidence of student learning is understood as a fundamental professional responsibility rather than an externally imposed burden. Building this culture requires sustained investment in faculty development, transparent communication about assessment findings and their implications, visible administrative support for evidence-based improvement, and celebration of assessment successes as genuine institutional achievements.

Overcoming this fragmentation requires persistent, patient leadership that consistently communicates the message that general education is everyone’s responsibility and that its assessment is among the most important intellectual work the institution does together.

The most successful general education assessment programs share a common characteristic: they are faculty-owned, mission-driven, and genuinely connected to the educational values that brought people to higher education in the first place. When faculty experience assessment not as an imposition but as an extension of their commitment to student learning, the quality and usefulness of the evidence they generate is transformed, and the institutions they serve become genuinely more effective in fulfilling their educational promises to students (CUNY Assessment Review, 2024; Fullerton, 2024).

General education assessment across programs is one of the most complex and consequential forms of institutional work in higher education. It demands clear and intellectually ambitious outcome frameworks, carefully designed and strategically combined assessment methods, robust curriculum mapping processes, inclusive governance structures, and a genuine cultural commitment to using evidence for improvement. When done well, it provides institutions with the evidence they need to fulfill their educational mission to every student, to satisfy the legitimate expectations of regional accreditors, and to make the kinds of informed, equity-centered decisions about curriculum and pedagogy that define excellence in undergraduate education (AAC&U, 2024a; NILOA, 2024).

The goal of general education assessment is not to produce documentation. It is to answer the most important question a higher education institution can ask: Are we actually delivering the education we promise? When assessment systems are designed with that question at their center, the answer it produces, however complex and challenging, becomes the most valuable resource an institution has for becoming what its students and community need it to be.
